But I agree that the current priority mechanism is not correct (as you described in this bug).
And the example above. So yeah not all problems will be solved if the horn of plenty goes last, period. It can be quite conditional whether it is prefered or not.
So yeah this is a rahter difficult problem faced when coding this game. I guess we'd have to learn the order in which the cards activate and adapt. =]
As I said before, it looks more like a complete revision of the priority mechanism (concerning many cards, not just the horn of plenty), but it would be a (very?) pleasant improvement I think.
About orders of cards in Seasons, you can find below the current order of resolution at the end of the turn. This card order must always be with the BGA implementation of Seasons. We designed this order in collaboration with Libellud and the game designer.
