That's not what "draft" means; "draft" doesn't mean "draw and keep", it means drafting as per the drafting variant described in the rulebook. The Beginner Corporation, OTOH, allows players to draw and keep 10 cards without paying for them, and certainly without drafting them.
As to the suggestion proposed, please consider this comment my downvote on the entire idea of this house rule.

I'm in support of anything that reduces the runaway leader problem this game has. It's surprising to me in a game that is so painstakingly balanced in almost every other regard that seemingly no consideration was given to mitigating an
